ReAct

The Redundancy Action Scheme (ReAct) aims to support the recruitment and training of redundant workers, to provide Welsh business with the skilled workers needed to perform and deliver during the downturn.

There are three packages available to employers seeking to take on staff who have been made redundant

  • Employer Recruitment Support funds employers who recruit individuals made redundant in the past six months. The award offers up to £2,080 paid in four instalments as a contribution towards wage costs.
  • Employer Training Support is a separate discretionary fund of up to £1,000 that an employer can put towards the cost of the new recruit's job-related training.
  • Recruitment Consultancy Support. The Welsh Assembly Government partners with a range of specialist organisations who can provide employers with comprehensive recruitment support and guidance to help ensure they find the right person.
Employers can choose whether to apply for Recruitment Support alone or Recruitment and Training Support. Employer Training Support can only be used in conjunction with Employer Recruitment Support.

Who qualifies for the funding?

Employer Recruitment and Training Support is available to any business if the individual they  wish to recruit is either under formal notice of redundancy or has become unemployed in the last six months as a result of redundancy. The individual must be resident in Wales at the time they apply. Those who are not resident in Wales may qualify if they work in Wales but will only be considered whilst under notice of redundancy.

Employer Recruitment and Training Support is available if:

• The business is expanding and the post is new; or
• The business seeks a justifiable replacement for a vacant post;
• The job is at least 16 hours per week;
• The job is expected to last for at least 12 months;
• The job is not being supported by any other public or European Fund; and
• The business has not reached the ‘de minimis’ threshold for State Aid rules.

Important note: Individuals who might otherwise have been eligible are disqualified for funding if they have:

• Started working for you before your application for ReAct funding has been approved
• Received paid employment of any kind continuously for six weeks or more in the six months prior to applying for support, or
• Undertaken any publicly-funded training, including Work Based Learning programmes, since being made redundant.

Case study: Freshbaked

ILM approved centre Freshbaked has so far trained over 250 candidates through the ReAct programme, helping many of them get back into employment by equipping them with new skills or updating ones they already had.

“Having worked with countless organisations over the years, we know from experience the things employers are looking for. We’ve developed a suite of training courses designed to equip those recently made redundant with the necessary skills to get back into employment quickly.

One candidate we’ve helped is from Cardiff and was made redundant from a women’s retailer after working as store manager there for a number of years.
