Important Level 2 Apprenticeship correction
We recently reported in our NVQ roadshows that our new ILM Level 2 Certificate in Effective Team Member Skills could form the technical certificate element of a Team Leading Apprenticeship. Regrettably, following a shift in ownership and interpretation of the management standards, this qualification cannot be included within the ILM apprenticeship package. If your organisation is building a Team Leading apprenticeship programme, please ensure you follow the combination below.

We apologise for this confusion, which arose during the transition to a new standards setting body. While our new qualification in Effective Team Member Skills does meet the credit and size requirements for the technical element of the apprenticeship, the new ruling authority – Council for Administration (CfA) has declined this as a valid choice in the Level 2 apprenticeship frameworks.

Sector Skills Councils develop leaders
Did you know that there twenty five Sector Skills Councils (SSC) in the UK who have recently updated their Sector Skills Agreements/Action Plans in up-skilling the employed workforce within their area of priority?
Most of the SSCs consider leadership and management to be an area of priority for the sector. The most encouraging of all is SEMTA (SSC for Engineering) who say:
‘The sector needs world-class management skills to be able to develop business in an international context. The UK workforce demonstrates important skill gaps regarding their capability in Management and Leadership. The employers have described a number of skill sets in management that are vital to the success of the business where the current competence across the industries is variable. Employers have also identified leadership development among intermediate level occupations as essential in implementing policy throughout the business.’

ILM Centres wanting to engage with employers within the engineering sector should consider finding out more by networking with their local SEMTA contact; as this is a great route to understanding and working with sector priorities and employers working within the sector itself. Government Budget Update
On 22 June 2010 George Osborne, Chancellor of the Exchequer, set in place the financial agenda for government spending covering the next five years. The purpose of the budget was to set an outline framework by which government spending would be prioritised and managed to reduce the Country’s deficit and lay the foundations for a stronger and fairer economy.
At this stage the budget has only provided some guidelines in terms of government ‘thinking’ and what impact this may have on Further Education funding. The key messages that came from the budget and which can aid ILM Centres in planning and managing ILM qualifications are:
1. Consultation will take place to increase the retirement age to 66yrs and consider abolishing the law for compulsory retirement.
2. Further Education funding is to be learner driven and employer managed; through the introduction of learner accounts. In the future employers will be expected to contribute towards the cost of training.
3. Train to Gain will be reduced with prioritisation being directed through sector skills development priority areas.
4. Adult education focus will be placed on higher level skills development.
5. Apprenticeships will be used as the main driver for reducing unemployment and ensuring long term employment sustainability.
No financial details for schools and education were produced at this stage although it is expected that the Autumn Budget will provide greater clarity.
Update on Train to Gain Contracts
Train to Gain (T2G) seems here to stay for at least the next twelve months. All 2010/11 contracts have been allocated by Skills Funding Agency (SFA). As we understand it, the large T2G providers have retained their contracts while the very small providers appear to have lost out, with no contract renewal.
From August 2010 only the new QCF qualifications will be eligible for funding so if you have a T2G contract, now is the time to register for the new ILM qualifications. Please contact your ILM Business Manager for more details.

Building a VRQ programme?
When you are putting together a VRQ Award or Certificate, please bear in mind the QCF credit limits - an Award is 12 credits and a Certificate 36 credits.
If a programme exceeds the thresholds then your learners can only claim the extra credit if they are awarded via the unit payment route (UPR). This is standard on all Qualification Specifications. An example can be seen here.
